Military Wants More Global Partnerships In Space

WASHINGTON — The U.S. military needs to better protect its satellites and strengthen its ability to use them as weapons as the uncharted battlefield of space becomes increasingly crowded and dangerous, Pentagon leaders say.

A new military strategy for space calls for greater cooperation with other nations on space-based programs to improve America’s ability to deter enemies.

“It’s a domain, like air land and sea,” said Gen. Kevin Chilton, who headed U.S. Strategic Command until he retired recently.

The U.S., he said, needs to make sure that it protects and maintains the battlefield capabilities it gets from space-based assets, including global positioning data, missile warning system information, and communications with fighters or unmanned drones.

As the U.S. and other countries depend more on their satellites for critical data, those assets become greater targets for enemies.

A Senate proposal that has become known as the Internet “kill switch” bill was reintroduced this week, with a tweak its backers say eliminates the possibility of an Egypt-style disconnection happening in the United States.

As CNET reported last month, the 221-page bill hands Homeland Security the power to issue decrees to certain privately owned computer systems after the president declares a “national cyberemergency.” A section in the new bill notes that does not include “the authority to shut down the Internet,” and the name of the bill has been changed to include the phrase “Internet freedom.”

“The emergency measures in our bill apply in a precise and targeted way only to our most critical infrastructure,” Sen. Susan Collins (R-Maine) said yesterday about the legislation she is sponsoring with Sen. Joe Lieberman (I-Conn). “We cannot afford to wait for a cyber 9/11 before our government finally realizes the importance of protecting our digital resources.”

But the revised wording (PDF) continues to alarm civil liberties groups and other critics of the bill, who say the language would allow the government to shut down portions of the Internet or restrict access to certain Web sites or types of content. Even former Egyptian President Hosni Mubarak didn’t actually “shut down” the Internet: at least at first, a trickle of connections continued.

Libya is defying growing international condemnation of a bloody crackdown that saw troops and mercenaries firing at unarmed demonstrators as the death toll rose to more than 200.

The most violent scenes so far of the wave of protests sweeping the Arab world were seen in its most repressive country as Muammar Gaddafi appeared to be relying on brute force to crush what began last week as peaceful protests but may now threaten his 41-year rule.

Tensions eased in the Gulf state of Bahrain after troops withdrew from a square in central Manama occupied by Shia protesters. Thousands of security personnel were deployed in the Iranian capital, Tehran, to forestall an opposition rally. Elsewhere in the region unrest hit Yemen, Morocco, Oman, Kuwait and Algeria.
